Good Afternoon, I've watched several videos and assumed that it was a broken runner as I can hear the motor working. I've taken everything apart and everything seems fine. My question is if the window goes up but not down does this mean the motor needs replaced or what is the issue?

 

Unlikely. More likely something is binding. Suggest you remove the regulator assembly from the door and bench test it. If it goes both directions you have something binding. I seem to remember a post a while back where the regulator went too far down and got stuck and could not come back up, might do a search on that.
