disco 2 seams to lack power

33" tires don't help. You can check compression in the cylinders to see if compression is low.

That lack of power comes straight from the factory. 188hp in a 5k lbs truck. Hell at 208k you should be happy it didn’t catch fire.

I was gonna say 188HP isn't much, especially when a 4.0L I6 Jeep engine puts out roughly the same HP with 2 less cylinders. However unless your 4.0L I6 is connected to a 5spd or 6spd stick that 4.0L I6 is truly gutless and will barely get you 65MPH in something that doesn't weight nearly as much as a D1/D2. The 4spd Auto in the D1/D2 along with the TC gearing, and axle gearing is much better vs what the Jeep comes with IMHO.

I just take my time getting up to speed in the 99 D2. She has all the weight and drag from all the off road accessories and 33's. The 02 I have without the roof rack and massive 9inch lights attached cruises down the road MUCH better. Then I hop into the 95 D1 which once up to speed is perfectly fine, but if you floor it to get moving your just wasting 93 octane fuel. Once it reaches say 55MPH it's fine after that.

Cruise control vacuum lines aren't connected to any other system, so they have nothing to do with the engine performance.
Remember to pull the CC control towards you to set the speed. A lot of people fall into that trap.

Have you checked/improved the PCV valve? That can create some issues. The sticky on here for the PV308 upgrade is worth checking out if you haven't already.

Thanks for all the great info guys gives me alot to look at a think about this weekend she may be a dog but man this thing goes down the road nice at 80 mph once you get there
