Default Disco TD5 no power under 2300rpm

I’ve recently driven friends td5 and noticed that it has a lot more power under 2300 rpm. Mine is very sluggish before that and it makes pulling from crossroads a nightmare. While offroading with low range on uphill i need to rev it to 3.5-4k or it will bog down on hi range its impossible.
Turbo has 30kkm after rebuild and wastegate isn’t stuck. Engine is at 400kkm right now.
When I hold it in 1.5-2k range on neutral it shakes a bit and runs bit rough.
I’ve cleaned red plug on ecu (there was a lot of oil) and no difference. Unpluging maf or aap also makes no difference.
Last thing performance on cold engine, it has completely no power and runs like and old tractor. It fires right off though.
Could it be related to injectors/injector loom or it’s turbo menaegment problem?
Any help would be appreciated

With newer computer controlled engines the obd is the first place to go after a physical inspection. A boost log (actual vs demanded) is a good start if there are no cel's.

Clogged exhaust, boost leak, sticky/improperly adjusted wastegate actuator, or even vacuum hose leak to could all cause a power issue.

Not sure if you can see injection quantity on the td5 like I can on a TDI or do a balance test like I can on the powerstrokes.

Yeah, check boost tube that runs from turbo to injection pump. Could be kinked or leaking.

Have you ever inspected boost pin on pump? I've got a 200tdi and pin was out of adjustment...and diaphragms can go bad.
