Oh, also..... How do you decode the VIN? I found a guide on Atlantic British but there was not a guide for 03-04.

Most car companies will cover known problemsIF and onlyIF brought to their attention by the cars owner. TSB's mean that they know that there is a problem but if they do a recall then they have to cover all repairs to all cars sold and that can add up. But if you release a TSB and the ower does nothing then they do not have to cover the repair.
And I thinkit must be within "X" amount of time once the problem is known.
If they wont cover all of it you can try to negotiate with the dealer to cover part of it. You pay for the part and they cover labor kind of thing. It varies from manufature to manufature, but if they want your buisness...the dealer should eat at least some of the cost.
I bet DiscoMike knows better than me though.

I maybe jumping the gun but I didnt find A 'TSB" for a 03 discovery any whar but the one that I did find wanted $9:95 for a down load!!![:@][:@] any one have a better place to look?
Also for the last comment NO NO NOTHE DEALER WILLPAY IT IN FULL AND I WANT A RENT A CAR OR A CAR OFF YOUR LOT RIGHT NOW!!!! HEhe ,let them know right off you are going to be a BIT*@**## to deal with, they know they cant do the rent a car or the car off the lot! So they will fix it at ther cost!!
FYI , Have your friend waiting out front for the ride home!
