Default Driver Side Mirror - Swivel Lose

So the driver-side mirror of my '01 Disco is lose - doesn't stay in place on the notches. I've removed the mirror, separated the mirror from the swivel base and don't see anything in particular that is wrong or broken. Maybe its internal within the mirror body - haven't checked there yet.

Is there a quick fix or method to tighten it down so that the friction load or spring load that keeps in place from twisting is returned, or is the mirror scrap and time to replace it?

Here's some pictures - I suspect the pivot arm extension is broke, correct?
