I'm not sure where they got this advice, but I do not understand why in the hell anyone would not question such a thing, ATF is not a lubricating oil.
But people do it.
OK, well, they are idiots. There is no need to fill the entire crank case.

And, no, ATF _is_ a lubricating oil. But it's too thin to fill the entire crank case with.

Full synthetics also have a high detergent package but they cost twice as much.
Diesel is also fine. But your suggestion of when to do it is quite bad advice.

If you've been doing this ever/every other/every few oil changes (whether it's adding ATF, diesel, MMO, seafoam, whatever and idling for 15 minutes before draining) it is gong to keep the sludge down. If you do this to an abused motor.....and if you don't know the history it just might be.....you run the very real risk of clogging oil passages from dislodging large pieces of sludge or carbon that make their way to someplace they can't fit.

Those are exactly the situations where you want to run better oil with a good detergent package and do several short duration oil changes.
