In 2001, driving from Portland to Scottsdale by way of Moab, I stumbled across the Bonneville Salt Flats, the day before the official start of Speed Week, about 2PM. On the strength of relationships with some of the guys there for time trials, I persuaded the guys setting up the timing gear to let me make a one-way run down the salt.
With two people and all the crap you'd need for two weeks in Moab, my '99 Disco II clocked the flying mile at 117mph... OME suspension, BFG Mud Terrains, ARB bumper with Warn 9000, Rovertym sliders and diff guards, Pull-pal, Hi-Lift, two 5 gal jerry cans, the works.
I've gone way faster than that -- I've had a couple dozen Porsches, and have raced in SCCA and IMSA before slowing down to just vintage racing.
My highest speed highway adventure, I was driving an '81 911SC, Euro spec, with a full Max Moritz stage 3 motor, probably making about 320 HP. Heading down I-10 between Ft Stockton and Sonora in the middle of West Texas at about 110. I see this black dot in the rear view, then it's a bigger dot, then it's a blob, then holy **** it's on my bumper and then it passes me like I'm sitting still. Have no idea what it was, so I drop a gear and wind it up to catch this guy. At 150, I gave up. He was only barely moving faster than me, but I never narrowed the gap to less than a mile or so.
I dropped back to about 100 and kept motoring. About twenty minutes later, I see flashing lights, so I slowed way down. As I drove past at a more leisurely pace, I saw a black with full blackout treatment Mercedes 300C AMG "Hammer" with California plates, and a guy being handcuffed over the back of the trunk. I have NO idea how fast he was going, had to be over 160. Bad news for some dude from LA to be caught doing that in the middle-of-nowhere Texas!

In fact, it's not just that the manufacturers slow you down that the speedo reads high.
There are 2 reasons:
1) If it's going to be off anyway, they'd rather it be off in the direction whereby they don't end up getting hauled into court a lot as an accessory to unlawful speed, and more to the point,
2) I'm told that for cars sold in Germany, TUV will absolutely *hammer* the manufacturer if they find so much as one factory-dress car whose speedo reads as much as 1% *low* (I heard this from Bimmer people when complaining that my 635's speedo was *10%* high).
