Looked on here for vids and info can’t find on how to free up shifter or cable and get into top of shifter linkage any body send good vids on this 2002 discovery 2.

lots of videos and written instructions here or just search for lucky 8 video on how to remove shift and center console. Just spray a good penetrating oil all up in the and where cable meets diff. You can also spray the crap out of it from under the truck. Pretty simple

I think typically the cause of being stuck in 4Hi is a failed solonoid on the transfer case. You can either repair it, replace it with a new one or remove the solonoid (I think replacement is generally better because it will prevent you from inadvertently knocking the TC into low range on the highway).
