Default Fuel gauge question

99 discovery II
For many years now, my fuel gauge has not worked, and I've relied upon the trip meter. I decided to go ahead and troubleshoot the guage. So I pulled the carpet and the fuel pump access panel And remove the fuel pump assembly. I tested the potential meter from the pump itself And it outputs within spec within its full range referencing the rave manual output resistance values. I knew I had about a third of a tank based on mileage and from the scale, the potential measured, after being reinstalled, at .71. I checked post plug at the wires and it also measured the same. I left the carpet and panel removed and went to the gas station and proceeded to fill the tank. While the tank was being filled I I monitored the resistance at the wires going to the lr and again I had smooth progression of values to full. All the while my instrument cluster was reading empty with the light on. What else can I do?

It sounds like your sender is fine then. I would follow the wiring diagram now and try to isolate the fault. It could even be the gauge itself.

The gauge functions, when off the gauge reads 0, but when the ignition is on and the needle deliberately goes to its farthest bottom point, over the empty light.
