mid-30's, I believe 33-36 is the range. When my pump went bad, I was getting 28-30 at the rail, idled fine, but as soon as I drove it, acted like I was running out of gas.

Did you get that 30psi with it running or not running?

i GOT ABOUT 32 PSI WHEN i WAS CRANKING IT. i WAS NOT ABLE TO GET IT STARTED. IT JUST CRANKS AND CRANKS, BUT WILL NOT TURN OVER. ANY SUGGESTIONS WOULD BE APPRECIATED. I AM LOOSING MY MIND. IM NOT A MACHANIC BY ANY STRETCH OF THE WORD, BUT IT SEEMS LIKE THERE ARE ONLY SO MANY THINGS TO CHECK.

Turning over and cranking over are the same thing.
It cranks but wont start.

You need to check for spark.

If the fuel filter was clogged you would not have enough PSI at the fuel rail, when ANY filter gets to dirty it restricts flow of either the fluid or air, thats what filters do, collect and trap dirt.

We still need to start with the basics.
Do you have spark?
Do you still have fuel PSI at the rail?

Did you remove the spark plug and re-attach the plug wire to check for spark?
The wire itself will not spark.

There are 3 things it could be, bad crank sensor, bad ECU or a alarm problem.
It is also possible but not probable that your coils went bad, doubtful that they all went bad at once.

Since you replaced the crank sensor already look into the ECU, does it have water in it? This is common on DI's as the ECU is on the passenger fender under the hood.
