Hand brake does not return to disengaged position

Hand brake does not return to disengaged position
I used my hand brake recently. After releasing it, the vehicle rolls freely but the hand brake lever now seems to be "popped up" from it's normal disengaged position. It probably is an inch or two up from it's normal disengaged position. I can push it down but it pops up again, kind of a springy feeling.
Also when it is engaged the hand brake works correctly, that is, vehicle does not roll.
I looked inside the console and there does not seem to be an adjustment screw on mine there.
I looked underneath and it looks like something that might be beyond my capabilities. Also, I did not want to put the vehicle up on jacks or ramps and lay under it while playing with the hand brake.
Anyone have this issue or have an idea of how to resolve this issue?

As an complete aside -- I used info from this forum which referenced an Australian Land Rover Forum for the repair of the neutral safety switch (xyz) and was able to repair mine to perfect working order for about $5, other than the tools I bought. You folks who contribute are awesome. A huge thank you!
