Head Lights/Electric Problem-'96 Discovery

Suddenly both headlights do not work. The high beams still work & I tried a new bulb so I know the bulb is fine. I checked all the fuses and they are fine. Does anyone have a clue what might be wrong?

There are separate fuses for the low beams, hopefully that is all that is wrong, if not then there are a few things it could be, most common would be the headlight switch.
