Default Headlight Delay

I have noticed that there is about a 3-5 second delay when I turn on the headlights on my 03. I replaced the relay and no change.

Anybody know what this might be? I have an extra combo switch that I might throw in if the temp gets above 30 degrees.

Grease preventing contact in cold temperatures do the same at other switches as turn, wipers.
