Pre-2003 ECU's will not throw a code with a 170 thermostat, I am actually not sure what temp they will consistently throw a code at. I know with NO thermostat they run about 140 and if you drive at that temp consistently they will throw a code, however I have had a 170 that was a little flaky and would run 155-170 and would not throw the low temp code.
