These upgrades are illegal in all states the individual states do not determine if they are illegal or legal that is determined on the federal level. The reason for this is because of the way your lens scatters the light. If you really want Xenon lights you will have to do the projector retro fit there are how to videos out there on this.

I want to see a video of you coming at some one.
Have your wife sit in your other car on the road and you drive at her while she shoots the video.

Ok I can make that video. But another car should probably follow my Rover with standard head lights to see the contrast. I dont know if the light glare at night will be a true reflection of what a driver's eye would see, but the video would be interesting to see.

there was someone over on discoweb ( i think) that was going to do a projector retrofit soon so you might want to check over there. I'm gathering parts to do mine so I'll put pics up once I get everything.

Can you still use your bright headlights? I see you have your HID as the low beams...so are the high beams still usable?

If I were you I would go with a 4300K or even 3000K HID bulb, anything 5000K and above are just "blue" and glare.

They all glare (if you have them aimed so you can actually see better) and are illegal. The housings are designed for halogen bulbs, not HID bulbs which have different output.

I still have Halgens for the high beams. That way I could flash truckers for passing on the highway while night driving. I choose 5000k because of the white "day light" look of the lights. It seemed that the blue color tint started at the 6000k bulb temp. I think HID Extra.com only offered 5000k as their lowest temp level. I have driven around for about a week and really like them. I notice a lot more people with halogen conversions now that i have them. Even Ford Escorts and plenty of Honda Civics. I have not been blinded by them, but I am higher up in my Discovery. I find I am blinded most by pickup trucks and Toyota highlanders/Tundras/Tocomas. All those are halgens. The headlights on pickup trucks and post 2009 Toyota SUVS are above my waist level almost to my chest. No wonder they blind drivers. Also if a pickup truck is carrying a heavy load in the bed it can tilt the headlight beams upward. I noticed this while hauling a heavy trailer in my friends Durango with factory halogens lights. We were getting flashed all the way from home from KS to IN. Never had the high beams on.

Oh no worries, I was not being negative about the possibility of glare.

My brother and I have retrofitted multiple halogen reflector based headlamps to projector (300zx with E46 Bosch bases, E36 M3 with S2000 bases and most recent was for a Lexus SC300 (with stock projectors)).

Maybe if you got a D2R bulb it would not glare so much.
