Ignition Key Lock spins freely

I know there's lots of post about key hard to turn, stuck, broken off, etc.
My issue is slightly different:
I have an ignition key that just spins freely in the barrel unless you really play with it, do a rain dance, and pray to the Rover gods.
I have a used ignition lock assembly in-hand.
Does the lock assembly need power in order for the key to turn in the barrel?
Upon opening the used lock assembly, the key was in the barrel and turned - like to position 1. I "turned it off" and removed the key. Now, the key will go in but will not turn in the barrel. What am I missing?
I plan to try and use the "new" assembly's parts to repair the one in my truck so I don't have to sheer off off the one in my truck and mess with key cutting, etc., but am open to suggestions.

I'd probly pull the barrel and figure out what's wrong. You could also swap the old barrel into the new ignition.
