Default indicator lights and hazards stopped working

hi. have a beat up 99 discovery II. all fuses working inside and under the hood. not sure if all relays under hood are there. three or four (yellow relays) are missing but could be stuff I don't have/need. Considered removing stalk, but that's a big job. any ideas? or is it probably a ground fault? PS My name is Debbie

Re check fuse 14 under hood plus fuse link 8 under hood (bolt in fuse). The body control module operates the IDM module on the back of the interior fuse panel to make those relays pulse. IDM and BCU can forget how to talk to each other, this can be re-established by turning ignition to position 2 for 10 minutes.
