Key won't turn - 04

I can't get the key to turn in the ignition. I've tried jiggling the steering wheel, turning it slowly while I pressure the key, kiggling the shifter so it recognizes Park... nothing. This is the second time: the first, after about 15 minutes of jiggling the key, I got it to turn on. This time the 15 minutes is up. My questions are:
1) Is this a common problem?
2) What is the expected cause and cost to repair?

I had a new key cut at the dealer when I got a backup fob and key. The new key would not start the Disco but it would unlock the doors. They sent me to a nearby locksmith who filed down the sharp edges to more resemble the worn key that I had. New key worked like a charm.

I'd do what mike says. I had the same exact thing a couple of months ago. I tried for 30min to get the damn thing to work but nothing. Then I frantically called Mike and his solution fixed the problem and I didn't lose my job. Its a safety/security thing built into the rover. I don't quite get it, but apparently it serves a purpose. Put the key in. turn wheel counterclock wise while attempting to turn key with NORMAL (not more) strength. Then turn wheel clock-wise hard while still turning key. Doesn't work well if tires are against curb or whatever. It should then free up.
