Default Low Voltage to driver's side fuse box? 03 Disco

I had AAA test my alternator and it appears to be outputting fine. However, when turning on my headlights they take 10 seconds or so to actually go on in low mode (the high beams go on immediately). When they do go on, the instrument cluster lights noticably dim as if the low beams are drawing power away from them. Is there some connection that gets dirty between the engine compartment fuse box and the driver's side fusebox that could cause these symptoms? Is there a better way to test the alternator other than the way the AAA guys do it from their truck?
