Weight won't be the issue at 4-5000 lbs the big flat wind grabbing slab sides of that thing will be. Tail wagging the dog is the concern. I have towed 6k behind a 1991 lifed Range Rover Classic on 33's it wasn't fast but she did the job just fine. That however was a car hauler with a ML350 on it.
You didn't say how long of a travel trailer but one highway run with my LR3 which is bigger heavier and more powerful had me buying an Excursion.
Does anyone know if there is a car towing trailer you can connect to the trailer ... and connect the trailer to a new truck? Maybe instead of selling the Rover I can buy a Cummings Turbo Diesal and tow the trailer AND the Rover. Those trucks are towing 31,000 us lbs. Very strong. https://www.cummins.com/engines/pick...-2500-and-3500
No, the trailer cannot have a vehicle in tow.
You would need a half camper, slash car hauler single trailer to pull that off.
Total weight of vehicle cargo, driver, passengers, trailer and contents, all should be a max of 7716
D2 4.0 net weight shows 4576 lbs + I have 300 lbs of cargo + my fat *** 200 lbs = 500 = 6076 us lbs total give or take. That means I can have max weight travel trailer weight of 1640 lbs (7716 -6076= 1640) give or take is that right ?
And you can't use a flat bed truck dolly behind a travel trailer under U.S. road laws?

No, the weight of the D2 is not included.
Only driver, passengers, cargo, and the weight of the trailer and it's contents.
I drove a tractor trailer for several years, and through 40 states. I became pretty familiar with commercial and passenger vehicle laws. Things change, laws vary by state, but I am unaware of any state that allows anything to be towed by a trailer that is being towed by a passenger vehicle(car, pickup truck, suv).
The reason is weight for braking, and the near impossibility of backing up in most situations.
In Alberta ( mostly flat straight prairie roads) they allow you to tow a trailer behind a trailer. Why they do I don’t know, but watching a truck pulling a 5th wheel, pulling a boat is sketchy just to look at. The lead trailer must be a fifth wheel though.
