Exhaust pipe is cut over axle and needs to be extended due to Emissions test in N.C. having moved here recently. What is the trick to cutting a hole in the rear fender? What tools are needed to make a clean look?

I wouldn't suggest it, you tail pipe will move around too much and vibrate in any hole you cut in the fender panel.

 

Why not just have the tailpipe extended?
Should only cost like $20.
