Default Need some help with my electric fan...

So pulled into work this morning and was sitting in my truck for a minute. After a couple minutes my idle temp went to 215. It has never hit that mark before. It would sometimes go to 212, but would always come down after that. Once it hit 215, it just stayed at that temp for probably about 3-4 minutes and then started switching from 212 to 215.

Now to my question. I know my electric fan should kick on when at 212 correct? Well my fan did not come on once. When I turn on the AC, I hear the fan turn on as it should, but it does not seem to come on at high temps like it should.

How do I go about fixing this?

Also, does anyone notice that they runner a little warmer when it's cold outside? When it's hot, idle usually sits at about 201. But when it's colder outside (65 or cooler) it will go up to 210.

And I just replaced my t-stat about 6 months ago. New coolant hoses all the way around. And I believe my system is properly bled as I have had no overheating issues or weird waterfalls or anything. I think I do need a new pressure cap though because my hoses are pretty hard after driving...

I've notice the same thing that the fan doesn't always kick on at 212 as I've read before. I know some computer logic plays into the fan kicking on and off but don't know the exact details.

The RAVE has the specifics in a nice chart. I'd post it but not near my PC at the moment. I know its definitely higher than 215 - its closer to 220-230 - unless its over 82 degrees out.
