Default No brake lights on trailer, but all other lights work

Someone spliced into the rear lights before I bought this '03 Disco SE7. With the standard flat 4 pin American plug. Hooking up my new (new to me) trailer for my boat, all the lights work, but the brakes. They all come on, blinkers work, and when clicking the remote key less entry, they come on. The lights for the brakes come on, but dont get brighter when the brakes are pressed, they just stay the same.

Im assuming the previous owner didnt want to pay the $100+ for the trailer setup, and thats why he spliced the rear lights. All four plugs make good connection, and the brakes worked fine on two other trucks today that I tested. Is there a reason this is happening that is escaping me? I dont understand why they come on, just dont "brake" when the peddle is pushed.

Rover Chris is a 12v electriction, send him a PM he will be glad to help.
Its all I can do to microwave popcorn let alone wire anything, good luck.
