Default No Guage Lights, HL switch is good

Pics for attention

I've got no lights for the gauges.

I have 2 head light switches that have been cleaned and test good when turning the switch on.

1. Connector C0759 doesn't show hardly any voltage but ALL of the other lights work. And in case you don't know, the a/c, radio, and shifter display etc are supplied through that connector just like the gauge lights are.
2. Fuse 11 and 33 both show good and I replaced them just to be sure
3. F11 and F33 inbound location DO show 14+volts

The RO wire (inbound power) on the dimmer switch shows .004-.007 volts for some crazy reason. (yes I have my volt meter set to the correct dc voltage)
I have two dimmer switches but if the inbound power doesn't even show 12-14v I believe there is a wire break somewhere?

Or could the dimmer switch ground be the problem?

I can't imagine why there would be a wire break between the fuse panel and the steering wheel.
Also, I have 2 gauge displays to use. If the board is bad, I would think I'd still see full voltage as the dimmer switch right?

Has anyone had this issue? What did you find?
