That is one of the worst mechanic tales I've ever heard. It doesn't even begin to make any logical sense. He is either incompetent or sees you as a mark.

Let's just start with this: if his voltage theory were correct, wouldn't low voltage make it spin SLOWER making it QUIETER? The rest of this "theory" isn't even worth the time to tear apart.
