OBDII Link Failure

The covering looked clean from the outside, once I cut it open it was nasty.

I opened up the header last night and C0286 visually looks clean. What test should I perform on this header to determine where the fault could be?
I could test for continuity from OBDII port pin 7 to pin C2086 pin 16. From C0286 pin 16 in header meshes with pins 13,14,15,17,18,19,20 on header C0286, which connect to all modules. But what else could I test. Is there a way to test if the ECU is faulty?

First of all thanks for all you help. Its frustrating when you have to fix something, so you can then determine what you need to fix.
If I determine all ports are getting signal, then what would I check after that. A ground?
I noticed that in the wiring diagram 2 grounds exists, pins 4,5 from DLC connector. They connect to C0551-1 and C0017-5.
C0551-1 per rave looks like it is located under the RH fascia carpet I assume, as it only shows arrow pointing to carpet. Could it possibly be a bad ground there?

Did you ever figure it out? I’m at a loss seeing as I have good continuity and different voltage readings from the ecu k lines with the header disconnected. I get Battery voltage from ecm and when that is disconnected from header my scanner will read. But the ecm is really the only one I need to read haha. This is ECM #2 for me and have a 3rd to test but thinking it’s a separate issue and may be related to a ground wire in the header but can’t find any info.
