Matt,
The t/stat starts opening at 180, is fully open at 192 and you should stay under 200 in town, if you coolant system is working well. If you clear 220 you are in trouble.
Always test the temp with a scanner not an infra-red scanner or the factory gauge.

The UltraGauge, Scangage, or any other generic Scan tool read the information from the vehicle computer. The sensor values and the trouble codes.

No, a 95 is an OBD1 and only a high end scanner with an OBD1 conversion on it can read the temp.
