1) Switch the rear o2's and see if the problem moves banks. If it moves it's a dead sensor
2) I would check the connector for that sensor very close to make sure the pins are not bent or covered in oil. Then I would check all of the pins at the ECM to make sure nothing got pulled out and the pins that are supposed to have power are getting power. The exhaust emission control is on connector 2 of the ECM and here is the section of the RAVE that should show you which pins to test.

3)If everything checks out good at the ECM then I would replaced that sensor with a new one.
4) If it still doesn't clear the codes then I would suspect a bad ECM.

btw
problem solved. swapped sensors and problem remained. upon closer inspection of the connector (truck connector) a pin was displaced from the harness, not bent, but pulled loose (brush induced injury, i presume)
shoved it in, epoxied the wires to the connector, and all is well.
