Passenger window won't go down

Default Passenger window won't go down

Hi, front passenger window will only come down about 1/4 inch on the back side. I took off the door panel and see the glass sits in a rail. There is an arm on the right side that has a plastic sleeve that has split in two parts. The sleeve goes around the part of the arm seated in the rail. I manually tried to get the glass to go up and down with my hands as my wife pressed the switch up and down. No luck. Also, in the upmost position there is little visibility and barely any access to touch parts. Even with the glass trim removed, no luck.

Any tips or ideas short of a glass shop? Any ideas the cost to repair something like this?
