Default Power steering headaches

Hello,
I recently replaced my power steering pump on my 04 D2 and I cannot seem to get the system to bleed or at least get the pump to run silently. I have tried 2 rebuilt pumps and currently a new one in it right now. I watched the Atlantic British video on the subject as well as a video showing a tube going from the bleed nipple and turning left to right bleeding air out of the system which I have done multiple times and nothing seems to work.
any suggestions?
have I missed a bleed procedure elsewhere?

if if this doesn’t nail it I would suspect your reservoir.

also, are you sure you put the pulley on correct?
