Programming a "new" key fob

Is there a DIY method of syncing up a new key fob with my Disco II? I understand about having the key cut by a locksmith but do I have to go to a LR Dealer to have the fob and truck mated?

Needs to be done by the dealer with a test book or some similiar scanner, no other way to do it.
