Default Rear seat locks down but back won't

My rear seat driver side base locks in, but the top back wont lock into place. The latch which lets you fold the seat forward isn't flush and sticks up a little. Has anyone dealt with this issue and do I need to change the cable/spring mechanism? Is it an easy job? Can I just change the spring? Thanks.

Have you tried to move the latch on the seat with a screwdriver?
Maybe it got flipped into the wrong position so it wont latch?
Have you tried lubing the latch?

Check for obstructions in the licking mechanism. If all clear in both ends, give it a little force closed.

Sounds like the mechanism is not fully seated hence, why it isnt fully latching closed.

The base fully locks down, no obstruction, the top part of the seat wont lock back, when i slam it back and also push down the release lever on top of the seat it seems to lock...a little, but when you pull or push the seat from behind with little force, I mean like a 2 year old force, the seat folds forward. I was thinking it may be the cable or spring?

I've seen this condition once, and that was 12 years ago (or so). Seems to me that the problem was a cable that runs from the release handle to the latch. (but my memory may be faulty, getting old is a bit...!) I remember it being a hassle taking the cover off the seatback. You might be wise to check an auto upholstery shop and see what they would charge you to remove and reinstall the cover, they do this all the time and make it look easy.

How much for the licking mechanism option?

Can it be installed on the drivers seat?
