uhhh...that is a coolant leak.
You need to replace the gasket on the throttle body heater. Very simple fix...been discussed to death on the forum.
Atlantic British has the kit. Remove the throttle body to get to the 3 screws on the bottom of the plate...easier than trying to get to 3 screws while still attached.

Bypass that piece of garbage. It costs maybe .03 and you will never have to do it again. This always gets folks riled up and they are going to post "that is it there for a reason and "my friends cousins godfathers great aunt twice removed had her throttle freeze up and she drove into a bus load of orphans!" and "why would Land Rover put it there if it was not needed?" . Well Land Rover also put Dexcool in these vehicles so.... whatever. You do not need it, you will never need it and nobody on this forum will be able to convince me otherwise.

The guy lives in the NE which sees wet cold weather so not sure I would bypass it especially when it costs $35 to do the job properly.
When you have the plate off the throttle body be sure to clean up the throttle body side well using sandpaper to remove any aluminum corrosion. I used permatex gasket sealer on each side of mine and some people smear a thin layer of right stuff rtv on both sides. Take this oportunity to flush your coolant also and switch to zerex G05 coolant from Napa.
