Default Replacing a fog light bulb?

Is it just me, or are the stock fog lights really over complicated? How do you replace them? I got as far as getting the glass cover off, then I realized that's not supposed to come off...

When mine burned out, I had to get a WHOLE new one. Im not sure if you can replace the bulb. Ive got an 03 and I was told I had to replace the entire thing. I do know the glass is sealed and its not supposed to come off.

Now that i think about it...it could of been cracked too, thats why i had to change it.
