Default RPMs surging after rebuild, looking for suspects

I have a 99 Disco with 128k, just finished a head gasket job. I fire it up and it runs great, for thirty to forty seconds. Then the RPMs start racing up near 3000 and the Service Engine Soon starts blinking at me. I double checked the connections on the throttle body, MAF, etc. Any possible suspects? Any ideas are appreciated, thanks.

How's your IAC? Any vacuum leaks?

IAC looks ok, unless I installed it backwards. Any idea how to tell?

Is it running smoothly other than surging. Most vehicals flashing cel means a misfire. Make sure nothing broke between maf and tb. May take can carb cleaner spray around if hit vacuum leak it will rev up.

Default Throttle Cable on too tight

I slightly over tightened the throttle cable and it was causing the idle to surge. Thanks for the input, hope to have it solved.
