Do NOT mess with the idle speed control.
He meant the idle air control valve.
No a clogged fuel filter will not cause your problem. When it is clogged it will not run. If it is really dirty then your fuel pump will be over worked and burn out early.

If I am looking at what I hope I am looking at then the idle air control valve looks good, no breaks, and connected properly. Again that is of course if i am looking at the correct piece.
I was wrong on the wires, they are 8mm but not magnecor, suggestions?
Does anybody just change the cap and rotor leaving the existing wires and plugs or is that beyond frugal and just stupid? Any parts shopping suggestions besides Atlantic British?
Its almost 20 degrees this morning and it worked fine coming to work, no misses or jerkiness. I don't know if that helps with my issue(s). Thanks guys I really appreciate it. I am an hour and a half away from anybody that has ever spun a wrench on a Rover let alone understand one, you are all ready saving me time and money.
