Default Seeking Input - Getting a title

I have an opportunity to get a D2 for cheap. Needs HG but more interested in parts.
However... This is the story I got from the seller.

The truck come to my shop about two years ago with a blown engine. The customer has a warranty he thought would cover the repairs. It would not. The customer also had a loan against the truck. The customer walked away from the truck. The lean holder contacted me about three months later and declined paying a modest storage fee. They verbally told me they were going to write the truck off but would not provide me with any paperwork. I then filed for paperwork from the state. That was 12 months ago. I have not heard anything. That’s the story.

Bill of sale probably useless since he never technically owned it.
I'd like to get a title but no idea what the likelihood is.

Curious if anyone has some input on the issue.
FWIW - truck is in one state and I'm in another. Just adding to the complexity.

I have been through this about half-a-dozen times. It depends on your state, county, and relationship with your local sheriff.

My brother-in-law has a mechanic shop on the other side of the state. If he is hired to work on a car and it is left then after 3 months he has the local sheriff write him a "Sheriff's Title" which he then takes to the county and gets switched over to a regular title. Sheriffs have a lot of weird legal powers that can bypass the usual BS.

What state are you in? You mentioned that you have a shop. I could give give you my brother-in-laws number if you want to ask him about it but he is in Nebraska and like I said all counties are different. Call your local sheriff.

The seller has the shop. That middle paragraph was his reply to my inquiry about why he stated he couldn't be titled.

He's in NC and I'm in SC.

I might call the DMV today just to see what they have to say.
