In the one pic it looks like the pulley near the belt tensioner has the belt riding kinda toward the front. All of the D2's I own = it sits dead center on that pulley. Spin each pulley with the belt off. They should spin freely with no funny noises.

Default I think I figured it out

So I just installed a new tensioner and belt... the tensioner is not jumping at all like the old one which is good BUT! The belt is not aligned with the right top pulley and the power steering pulley...

any ideas? should I try buying a new pulleys... I removed them and they seem fine tourqued them back to spec as well.

I ordered a new power steering pump just Incase which I was really hoping I wouldn’t have to do considering it’s a pain and I hate touching my compressor (Air conditioner PTSD).

also is it possible to only change the power steering pulley?

You can remove the pulley from the pump. It does have a front and a backside.

PSP pulley

Well if you look at the arrow I observed the belt riding on the rim. So I’m assuming that’s the issue

remove the pulley from that pump and flip it to see if it lines up properly.

I’ll try it but it’s been working fine for a couple years.... hadn’t been on a 200mile trip in a really long time so it prolly finally gave out.
