Check if head gaskets have been done on each. I'm betting not yet on the 01 unless she's been overheated a couple times. Much more likely on the 03 and even if not... that's a lot less money.
CDL can be retrofitted for not too much cost if you do off roading.
I'd go for the 03. There's the added bonus of a beefier transmission and more displacement for more torque and power.
EDIT: I just looked a little closer. The 01 has a salvage title. Normally I'd say it's fine as long as whatever repairs were done properly, but DEFINITELY not at that price. It also says it has a new crank... Why? Did they bump the displacement to 4.6 or did they damage the original crank in some way? Both perhaps? They both have new tires which is also nice, and the 01 gets points for 16" rims instead of 18" rims. That said, the 01 has winter tires; not all seasons or all terrains. Plus, you can get a set of 16" rims for not to terribly expensive if you want to be able to air down more.

2001 Land Rover Discovery II for sale. Super low miles- only 45,000!! Drives great! AC runs great, dual sun roof, new battery, new crank shaft. New winter tires. 4WD. Salvage title. I've only had it since November- I lived in Colorado at the time and needed 4 wheel drive for the snow. Asking for $5500 obo.

I'd like to see documentation of the "low miles" for proof due to it being salvaged.
Yep the transmission is different in 03-04 models due to them using the 4.6L V8. You can slap an 03-04 transmission into a 99-02 if you want. However I wouldn't call the 99-02 a wimp. I've yet to see a property maintained 99-02 transmission just up and die. They're pretty darn robust transmissions.
I agree, looking at the after market front bumper, brake dust on wheels, and worn out parking brake I call bs on those miles. Hard to be certain without seeing in person though.

On another note, that might be the second time I've said that on the forum today. If not it's the second time I've thought it.
That 01 has way to many red flags for me, well cared for, but ya can't replace 15.00 worth of center caps, no pic under the hood, salvage title, and a Texas plate in the rear door bin, and California front plates, but mentions Colorado???
Between those two I'd take my chance with the 03 anyday!
