RAVE page 86-2-13 will give you the instructions (yes you have to take the steering wheel off)

Whoa, you should be able to turn wheel 90 degrees and take switch stalk out without wheel removal. Have not had to do this myself, but many others have posted about it.

Hmmm, for some reason I've never tried it that way, you have to remove the plastic surrounding the column (which can be done with the steering wheel on) then there are 2 screws that hold the switch onto the column (not sure if they're accessible with the wheel on. The the switch has to be pulled back towards the rear to clear a couple of pins that locate it, not real sure if that could be done with the rotary coupler in place. Might be worth a try although I've always pulled the wheel because it's only 2 screws holding the airbag in place and 1 nut holding the steering wheel, and pop, it's off, the coupler just unclips and pulled back out of the way. (easier to work on that way). Not saying it's not possible, I've just never tried it. (which is kinda strange since I was always trying to beat flat rate)
