Default So Replacing the Stepper motor did not work..

For the past half a year or so I have been told that I have low RPM's because of a dirty stepper motor ( idle control valve ) tried cleaning it, and it didnt work, so I went out and got myself a shiny new ICV. It didnt solve the problem, I dunno what the hell I need to do to fix the low idle when engaged in drive.. Help..
