On the motor side of the radiator.
Don't think it is block seal, it looks brushed on and it very hard.
Could this be a radiator repair?

Looks like a booger repair with something like 2-part epoxy. I agree that's not from an internal block (mechanic in a can) sealant additive. Definitely applied from the outside. Either way... That's not going to get it done.

That is what the guy said above. Probably two part epoxy.

Actually, if it's good, like jb weld, it will work with no issues.

The secret to using two parts epoxies is how well the surface was clean before it was applied.

Feel it, pick at it, if it doesn't move or feel gummy, like itll come off, good chance it wont.

Pull it off and it leaks a radiator temp repair.
