hello the photo shows my high low range selector from under the disco there is nothing to work the shift button there is a plate that may, should, be covering it or perhaps something fell off when I went to oil it and this is what I found help please

That picture is really hard to see but everything looks normal to me. I think I see the "Button" you are talking about and I think it is operated electrically. Are you saying the plug is missing?
I could be wrong but I believe it is operated by putting the truck in Neutral. I think it is a safety device to prevent you from shifting while not in "N" or to prevent the transfer case from being knocked out of Hi/Low on accident. I could be wrong as I am not very familiar with the 04 shifters.

Here is another pic of a 04 shifter for you to compare.
