Are you sure the code was for a short? More common would be an open connection somewhere. The system is pretty simple, if the computer measures the resistance of the air bags and the seatbelt pretensioners and 2.5 ohms is the spec, out of this range it will set a code. Get a 2.5 ohm resistor and undo the yellow electrical connector under the seat and connect the resistor to the computer side and if the light goes out u know the problem is with the pretensioner or the wire to the pretensioner. On mine the wiring inside the little yellow plug that plugs into the pretensioner was bad and not making a connection. Do not test the resistance of the pretensioner with an ohmeter or it might deploy.

To answer your question, yes, after between ten and fifteen years of use, these tensioners are beginning to fail. It's not common but it does occur. I sell about a dozen belt tensioners a year. They are an easy fix and not terribly expensive. If it turns out that's what you need, let me now and I should be able to help you out with a good, tested part.
