I have a DISCO I and the other day i got bad gas in my tank. I have drained the tank and put nice new good gas in. When i go to turn the key and start her, she acts like the battery is dead and there is not enough juice to turn. The battery is fully charged reading a 12.48 on the multi-meter. It has reacently snowed and she had to sit out all night in the cold and got dumped on. The next morning same power issue. Any ideas to get her started please?

a low battery can still read 12v..to test a battery you have to load test it..most parts stores have a way to test it, or you can just put it on a slow deep cycle charge and let it sit over night if you have a battery charger.

 

So i went and got my battery tested and it came back with only 64 cranking amps. The place where i baught the battery is closed until monday. Is it possible to charge the battery using another car for about 1.5 hour or a little less and have the cranking amps increase to a point where it will start.

No, you will toast the other cars alternator.
Just so yoiu now, the voltage range for a Rover is 13.6 to 14.4 volts, anything less and you have a problem be it alternator or battery.

 

You can cheat, you can install another cars bettery to start your truck and then put yours back in once the truck is running.
You can jump it with another car and start it,should only take 10-15 minutes.
You can use a portable jump starter or a battery charger with a jump start feature.
The whole point of jump starting a car is to use the battery of the other car to start your car, NOT to charge your battery.
