Default Steering Issues

I'm working on rehabbing my '03 Disco 2 that has unfortunately had some neglect over the past few months. Out of nowhere, my power steering got "choppy" for lack of a better explanation. After searching the forums, I first checked to make sure power steering pump was working (churn in the fluid reservoir, it was working), I've flushed the power steering twice to get good fluid in there, and driven it maybe ~50 miles to work the fluid through the system, bled it to make sure there was no air, and now I don't know what to do. What else could cause rough power steering?

To be clear it's not "hard power steering" where it's always tough to turn, it will turn and then hit a "rough patch" and get tougher, and then get easier. Sorry I can't explain any better

Definitely sounds like the gearbox. Check for leaks around the gearbox area and steering linkages being loose/sloppy.
