Default Temps spike in low range

So I have a already post a thread months ago asking about this issue. Whenever I go in low range my temps starts spiking. I usually run in the mid 180's but 30 seconds into low range, I am at 205. The answers I got in the previous thread were that either the electric fan is seized or the fan clutch is broken. I replaced the fan clutch and my mechanic confirmed the electric fan is in good condition. Ive read about people who are in low range in triple digit heating are able to keep temps in the 190's. Any ideas on how to keep temps down in low range?

When I'm off roading & going slow I use a lower gear to keep the RPM's up which engages the clutch fan and it runs cool
