Default Tiny little fan

Hi, I"m trying to find out what this TINY little fan is on my dash to the left side of the steering....It's kind of behind the dash but has a little "grate" in front of it. the back side is right above my fuse box.

That is a cooling fan for the electrics under the hood, just like on your laptop.
Take a shop vac to it once and awhile and keep the dust out of it.

mines making a buzzing sound.does that mean it needs to be replaced?

I always thought that to be a fan for the inside air temperature sensor. Yeah, either shop vac, or compressed air can, depending on what is handy.
