Default Tire Cover Fitment

Ok, bought this 2000 Disco and there was a nice Rhino tire cover in the back. Problem is, I can't seem to get the damn thing on the tire, seems much too small. Is there a trick to it, or do they shrink over time and that is why this one was not on the tire? Anybody have any tips for how to get this thing on, or is it shrunk so much I should just pitch it?

I had the same problem with the same expensive cover. As the tires wore down, and since I rotate the spare, the cover shrank to fit the tire. I bought new tires, and the cover was suddenly too small. I tried spraying it with dressing and setting it in the sun to soften it up to no avail. Threw it away in frustration. Got a cheap cover.
