Default Help! Transfer case plug - How Tight?

Quick question - doing the gear oil change on my 03 T-case and confused on how tight the drain plug should be. Rave shows a bolt style plug which calls for Loctite 290 and 22 foot pounds. My plug is like the fill plug with no "stop" or "Shoulder" - it just keeps screwing in and at some point feels like it might contact an internal t-case gear. So I have wrapped teflon tape on the plug - Should I tighten until plug is flush with the case? Or should I tighten it further?
